I have the honour to forward in
duplicate a petition from Warder McLeod of the Prison De-
-partment praying that an enquiry may be held into the
circumstances in which he has been reduced in rank and that
he may be given an opportunity of answering any charge made
against him.
2.
Those circumstances are set forth
in a letter dated 15th. February from the Assistant Super-
-intendent of Victoria Gaol and in the notes of evidence
taken on 13th. and 14th. idem which I enclose.
3.
I was satisfied that Warder McLeod
did utter a falsehood in giving evidence and accordingly
under No. 12 (3) of the Prisons Regulations (Regulations
of Hongkong page 201) confirmed the decision of the
Superintendent
